Rain can be a great mood-setting element to add to your images, and with some tweaks to the color you can really bring out some of the reflections, and the oddities that rain can add to your images. Here are a few examples:

This photo's effect could be acheived with a few small curve adjustments using Gimp.

This is simply a good example of understanding how to use focus on your camera, although shooting in raw would make adjusting the contrast of the lights (especially in the reflection) a lot easier.
